Question Have to right click prior to using left click

I currently have a Dell Latitude 7490 running Win 10 Pro 1903. Every time I log off or just lock my machine, when I sign back on I have to right click my mouse before left click will work. Has nothing to do with the mouse hardware because I have tried multiple. I am just stumped, anyone experienced this and have any resolution?

Does it do the same in safe mode?
Tried other ports? Does it do the same in other pc?
Make sure you dont have Clicklock turned on in mouse options.

I have not tried in safe mode, which to me would only be helpful if it were a driver issue. I do not see this being a driver issue since I have tried multiple devices and the results were all the same. However I will give that a try. I have switched ports and the result was the same. Are you asking me have I tried my current mouse or the others I have tried in the past, if I tried them on another endpoint? Yes I have and they have worked without issue.
I do not have click lock turned on, which that behavior would be different.
