Question Have to turn computer on twice for it to boot

I have a very strange problem and I have no idea where the issue is coming from or how to troubleshoot it. If my computer is off and I turn it on the fans will spin up but the display will be blank and the hard drive light on the front of my case does not light up. However, if I then turn off the computer by holding the power button and then hold the button again right after that it will boot normally and work fine. I have an SSD boot drive and then another SSD plus a HDD for storage. Any ideas about why my computer is doing this?
 
When I was tuning my Ram on my Ryzen PC, having it set too fast would cause it to not boot off a cold start. Have to press it twice. How high is your ram speed?

Also, when my Seasonic power supply was going bad it would do the same time. Started with 2 presses, then after a few months got progressively worse, 3 presses then 4 presses, then 20 presses. I had to send it back for warranty and they repaired it.
