There just old dell monitors from about 10 to 20 years old secound handCould be a problem with the monitors too.
Please include the model, SKU and form factor to your Dell Optiplex's as well as the make and model of your monitors.
There's only so much you can explain with words that you need to rely on other forms of media to explain your predicament.
Please take pictures(and or a video) and host them on a site akin to Imgur, to illustrate what you're experiencing.

No direct cable for vga i am using a hdmi to dvi for when messing around see what's wrongAre these Dells using integrated video (not using video cards)?
Also, what adapters are you using (if anything other than a direct VGA to VGA, DVI to DVI, HDMI to HDMI, etc) to connect your display(s)?
I have ordered a better quality vga cable to be honest the cable I am using is just a £2 one I bought from local shop so I guess il find how when the new one arrivesThis is VGA ghosting, it happens with poor quality analog connections. It should go away when using HDMI-to-DVI connection though.
