I am a novice with computers.

I have a CPU AMD Athlon X4 860k and a GPU of MSI R9 380 4G if I get another GPU which is the same would that solve my issue to play more demanding game? PSU and the other stuff aside.

The rest of my build:
Gigabyte GA-F2A88XM-D3H Micro ATX FM2+ Motherboard
Kingston HyperX Fury Blue 8GB (1 x 8GB) DDR3-1866 Memory
EVGA 500W 80+ Bronze Certified ATX Power Supply

Solution
Another card won't offer a performance boost (with some exceptions of games that are very-low CPU demanding). 860K simply does not have the strength to power dual R9 380s.

I would recommend upgrading your CPU to a to newer-gen Core i5 (+ a new motherboard). According to game-debate, best CPU match for R9 380 is "Core i5-4690K 3.5GHz", but any other newer i5 will do just fine, so the reason of your poor game experience is caused by your current CPU's - Athlon X4 860K's - bottleneck, because R9 380 should not have problems running latest games at 1080p@60fps.

Can your PSU support a second GPU?

I would agree with Zerk - I think you'd have a better overall experience if you upgrade your CPU.

Can you post your entire system spec?

In general for games support Crossfire yes (as you said "PSU and the other stuff aside."), for the rest of the games is just the same.
In your case (novice in computers, not a well balanced Pc) i would recomend against it, it bring more problems that it usually solve.
