Having a booting issue with my pc.

I recently purchased a new corsair H60 liquid cooling unit and now my pc is having booting issues. I uploaded a video to youtube of the boot failure. The basics of the boot is that the initial boot lights will come on and go through their checks and when it gets to the boot light, the CPU light flashes and there is no boot. I cannot tell if this is a motherboard or CPU or cooler issue. Here's the link to the video: https://www.youtube.com/watch?v=UHm4kWpghXM

Here's a parts list:
CPU: Ryzen 7 1700x
Motherboard: GIGABYTE GA-AB350-GAMING 3 AM4 ATX
CPU cooler: Corsair H60

I have already tried to switch drives, so I don't believe that it is the issue. Any help or insight would be greatly appreciated. If you need any other parts, I'd be happy to give a more complete list on the PC.

was power completely removed when installing the pump?

Is the pump's power source plugged in, and if so, to which header?

Reinstall factory cooler, and retest.....?
