Having a problem with flickering in just about every game

I just started noticing this a couple weeks ago, I thought at first I was maybe being hypersensitive but after trying to ignore the issue I jus't cant anymore. It seems like my graphics have suddenly taken on a flickery/shimmery quality, it is most noticeable on distant objects, textures, and shadows. It's almost like the z-buffer in my GPU is completely borked or something, because games can't figure out with LOD mesh or texture to display, atleast that's how it appears to me. I've got a couple videos showing the issue:

please play the videos full screen 1080p to really see all the flickering. Really appreciate any help/insight on the problem. THanks!

I think it's more software issue that those cards have in some games. Maybe changing some video settings in the games might make it go away like filtering to HBAO or SMAO or whatever.

Have you updated AMD drivers during that period? It might be hardware related, but does you have those kind of problems in newer games too? GTA 4 is very old and not optimized for today PC's, can you try it on a newer game like Far Cry 4 or Advanced Warfare?
