Question Having insane performance issues. Need help figuring out why

Hello. I am having a crazy issue where I'm getting insane performance drops whether I am on my desktop listening to music, on Chrome or in games. It causes insane freezing or stutters to like 10-30fps for up to 20 seconds. Only noticeable thing I am seeing is my CPU is spiking to 100% utilization during a lot of these spikes. Leaning more towards that just wouldn't know how to fix it. No virus shown through Windows full scan. Will do a clean reinstall of my drivers through DDU later. I'll keep this updated. Here are my pc specs below
Motherboard:
MSI Z390
CPU: i7 9700K
16GB DDR4 RAM
GPU: Nvidia GTX 1080ti
1tb WD Hard Drive and 2tb SeaGate Hard Drive

open Advanced System Settings and click on Perfomance->Settings button, then tab over to Advanced tab and it tells you how large your paging file (virtual memory) is

just tell us how much is allocated.
