Question Having issues loading textures ingame.

Hi , I've been having texture loading problems for a game I play called Throne and Liberity.
Whenever I log in or teleport to a location it takes about 15-20 seconds to load all the buildings, npcs, players, mobs , etc.
Ive been trying to fix this problem by lowering settings and nothing seems to fix this problem, some people say its my cpu ? But Im not sure and would really hope to get some help.

So I was playing a game and it was having horrible texture loading issues and I moved the installation folder of the game from the HDD to SDD , and the texture loading has been completely fixed but now my game lags more than it did before , but on the HDD the game didn't lag it was just the textures loaded super late. Anyone know why thats happening? Thank you!
