Having low fps after cleaning CPU and GPU

Hello.So I decided to clean out my pc with vacuum cleaner,I removed my gpu and cleaned the fans amd also removed the cpu heatsink.after this I forgot to reapply thermal paste and I noticed that my cpu is overheating (65-70 celsius even when idle),so I bought a thermal paste on the same day,cleaned the heatsink at the cpu then reapplyed the paste.After that my cpu temperature never got past 50 celsius.But the problem is that in games like Cs:Go,GTA 5 i got very very low fps and insane drops,also my GPU usage in GTA was around 15-25%.I have a Phenom II x4 945 at 3.0 Ghz and a r9 270 2GB.

I don't think so,I just reconnected every cables (8pin and 24pin to the motherboard,6pin for the gpu,fan connectors,HDD and dvd drive cables) and checked if theres any dust in the connectors.
 
You cleaned the GPU out with a vacuum cleaner? That is a massive no no. That can cause static inside of your GPU and other parts of your computer. You never use the vacuum cleaner to get rid of dust inside of your computer. You buy an electric duster designed for that, or canned air. If you have an air pump, using very low air pressure will also work.

You might have got static inside of your GPU while cleaning it out, might be the cause of the low performance. Maybe someone that knows more about this sort of thing could supply better information.
 
I benchmarked with this program and there you can see,that my gpu can work at 90-99%,i get low fps just in games,cs:go,gta 5 and even in dota 2.I tried reinstalling gpu drivers,reinstalling the game itself,cleaned pc using CCleaner and a bunch of other things.

I can't compare the fps in the benchmark to what it was like before clening,because it's the first time I used Heaven bechmark.
 


Like I said in my above post. You cleaned it with a vacuum cleaner. You probably have static in the card. Most likely it's broken.

I don't think I've ever heard of cleaning a PC with a vacuum cleaner. If you're lucky, you can fix it.
 


It's a real shame honestly. Still remember the days when I was getting into PC's when I was young. My father would always tell me to just use the vacuum cleaner and him being my father and all I always did what he said cause he knew best. Luckily nothing bad ever happened from it when I did it. But using the vacuum cleaner is known to cause static and isn't good for your machine at all.
 
Problem solved! I had to reinstall windows,now its working fine.I can't imagine what could have happened,but when I ran a benchmark program everything was fine,but as soon as I launched a game,the gpu was throtling around 15-30%.Weird.
And yea,I also used vacuum cleaner for cleaning pc every time,and I never had any problems.
