Question Having low fps on 4080

I'm having problems with my 4080, seems like whenever i start my computer and get into a game i have abnormally low fps, anywhere between 30-60 fps on games i easily get 160+. I've tried reinstalling drivers in GeForce Experience, tried installing new driving for windows and my intel i5-13600k. The only solution i have is restarting my computer completely to fix the problem, but its not a permanent solution. If anyone can give me some ideas as to how to fix this problem would highly appreciate it. Thank you!

32gbs ddr5 vengeance
2 tbs ssd and 4 tb hardrive
corsair 1200w platinum psu
cpu and gpu temps are normal, just very low fps
