Having major mobo problems

For the first time I took everything out of my compaq Presario (http://h20564.www2.hp.com/hpsc/doc/public/display?docId=emr_na-c02623676-25)

I put everything back and plugged in everything i needed to plug and none of the ports work, even the front two usb ports, as well as the power button working but not lighting up.

But there are two other lights, one on the motherboard and one in the back where the power supply is, which makes me belive everything is working but im having these problems, can anyone help me?

does the computer turn on? did you plug your power supply 4 pin header into the mobo? make sure everything is connected because hp computers dont turn on if something isnt.

yes the fans go and everything that i found a space for. The only things i didn't plug in are:

Two little plugs that look like pins go in it. Labeled P6 and P8

and two bigger plugs that look like bigger pins go inside them: labeled P8 and P5

And i left out that i accidentally wipped off some thermal paste from the processor but after awhile of leaving it under the mobo fan it was covered again, do i need to get more thermal paste?
