We're going to need a little more info. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Ideally you should use DDU to remove all GPU drivers(intel, Nvidia and AMD) in Safe Mode, then manually install the latest GPU driver sourced from Nvidia's support site in an elevated command, i.e, Right click installer. In this instance, I'm guessing your GPU is either;
a| having a thermal issue
or
b| your PSU is unable to power your new hot headed GPU.

You will need a high wattage, reliably built PSU in order to tame the high transient load spikes of the RTX3080. Though we have yet to learn of your specs and we're only flying blind with assumptions at this point.

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time. I have only owned this PSU for about two weeks and the psu itself was released nine months ago and then my bios version for my motherboard is this American Megatrends Inc. 3014 {ALASKA - 1072009, 3014, American Megatrends - 5001A} (sorry if this is unreadable im very new) I should also mention I uninstalled both drivers with ddu twice in safe mode nvidia and amd.
