[SOLVED] Having trouble booting up new build

I’ve just built a pc for the first time and I went to turn it on to find that the pc won’t give me a display. The pump for my cooler also doesn’t light up but the fans do so I’m afraid to run it any longer than a few minutes. I have tried checking all the power cables and removing the graphics card and ram to boot up but nothing. Specs are below:
I9-9900k
Corsair H115i platinum
Strix Z390-E
Gtx 1080Ti
Corsair vengeance rgb 2x 8gb
Thermaltake 700W rgb PSU
Samsung 960 Evo M.2
