HD 6770 Low FPS...Can't Figure It Out

I can't seem to figure out WHY my graphics card (HD 6770) is only getting 16 FPS with FurMark. All of my games are running at the same FPS. I have been racking my brain on why this is happening. I see other feeds that have a HD 6770 running at 30+ FPS. Can anyone tell me why this is happening. I figured it would be time to bring this situation to the Forums. Any insight would be awesome.

OS: Windows 10 Pro 64-bit
CPU: Intel i7 4790K @ 4.00GHz
RAM: 16 GB Dual Channel DDR3 @ 800MHz (9-9-9-24)
Mobo: MSI Z97A Gaming 7
Graphics Card: ATI AMD Radeon HD 6770
Monitor: S242HL (1920x1080@60Hz)
HD: 1TB Western Digital
SSD: 850 EVO 250GB

Downloand msi afterburner and make sure your power limit is at 100% if it is turn it down to 90% apply and then turn it back to 100% and reapply , then restart the pc and see if this works , if not , the best you can do is unistall drivers with guru 3d and reinstall them.

So I installed MSI afterburner and it does not allow me to edit the power %. So I uninstalled all of the drivers with guru 3d and re-installed the correct drivers. I am still getting around 16 FPS and I am still unable to edit the power % on MSI afterburner.

Any other ideas for this?

Can you try a different gpu to see if everything else is ok?
