HD 7770 Ghz edition issue

Hello I have the sapphire HD 7770 Ghz edition, I am new into this field and I don't have much experience I have it installed on the following:

Gigabyte H61M-S2P motherboard -> http://www.gigabyte.com/products/product-page.aspx?pid=4293#ov
4 GB Kingston RAM 1333 MHZ [Dual Channel]
Celeron G1620

Now this motherboard supports PCIE 3 as stated, and the card is PCIE 3 as well why does it show it works on v1.1 on GPU-Z?!
Would that decrease the performance of that card? I know the processor may bottleneck it but it does support v3!

it supports pci3 with a cpu that supports it, that would be ivy bridge or higher.

I know celeron g1620 is ivybridge but it still shows v.1.1 in gpu-z

that celeron doesnt support pcie 3.0.

dont worry about what gpuz says. your gpu isnt hitting the limits of pcie2.0 anyway...
