Hello i am wondering if you can help me out. It is my first post here

I have a hdready tv LG 32h528d would like to use for gaming on my pc replacing my samsung b1930.
It says that it is 1366 x 768 hd, do i have to set my screen on 1366 x 768 to be hd on this tv?

I am using a i3 2100, his r9 270x, 8gb ram, windows 7 64bit.

I am also thinking about upgrading my proc to a i5 6600k mb gigabyte z170 gaming 5 or buy a razer blade stealth. What would you recommend?

Really need a second opinion

I deally it should automatically detect that resolution. If it doesnt, you can manually change from display options.
According to the Samsung website here... http://www.samsung.com/africa_en/monitors/led-b1930n/ your samsung monitor is also same resolution unless I am missing something here. So it wont be an issue for a transition.
As for upgrading, 6600k with z170 and ddr4 should be a good upgrade over your existing setup.

When i use my tv for the pc it automaticlly put to 1366 x 768 but recommended at 1360x768 but i can put it to 1920x1080. Which resolution should i use to get hd quality? Will the resolution or change of my monitor effect the frame rate on gaming?

Having a TV in the place of a monitor has its own pros and cons.
Pros:
-Big screen
-Cheaper than a monitor.
-2 in 1 😀

Cons:
-Too much color saturation.
-If you plan on gaming, TV is a very bad choice due to the pathetic response times.
-Too many features are faked(like high refresh rates, high resolution)

1366 x 768 IS NOT FULL HD, you should get a monitor and not use the TV for gaming.

I would advise you to get an i7 6700k over i5 6600k (Both are almost the same, the only reason that it is an i7).
If you don't plan on getting a new monitor your old rig is good enough to handle pretty much any game.

Laptops are very under-powered and very expensive due to their form-factor and deliver very less performance compared to the PC of same cost.

If you consider portability over extra performance, you can go for Razer blade stealth.

If you want over-clocking and upgradability in future, you should go for upgrading you system.

You should consider waiting for the AMD's ZEN CPUs because they look very promising about it.

Does my tv have bad refresh rate especially compared to my samsung monitor? I cant find any info on it just that it is 100hz.

Refresh rate is 100mhz, which is good enough. What he is talking about is response time, which is usually not as good as gaming monitors and for which you may experience some amount of stutter due to input lag in fast paced games like racers or shooters.
The remedy is to use Frame Rate target control from catalyst control centre, which is AMD equivalent to adaptive v-sync.

Which one is 100Hz? Tv or the monitor? I assume that you were talking about TV.

The advertised refresh rate is not true. Most of the 100Hz TVs are actually 60/50Hz, almost all the companies play tricks on our eyes by adding additional frames in between of two consecutive frames to make it look like 100Hz.

You will notice it when you watch any video on the TV and you feel like you are playing a game with motion blur on. It is very hard to notice but increases the response time like hell.

Monitors on the other hand do not do this as they are used for high precision things like gaming.

Which is why monitors are more expensive. 😉

i see, for that i should rather change my monitor first or my motherboard and proc? i am using i3 2100, his r9 270x, 8gb ram, windows 7 64bit.

Don't buy r9 270x, replace it with GTX1050 Ti.

i already have it quite a while before gtx 10 came out 😀

You already are having a good GPU so you don't need to buy a r9 270x. 😀
For good monitors check out this video:

and pls tell me how you got the 1050ti before its release.

Wow wow...hold on...you dont need to change anything for now. Thats still a decent gpu for decent frame rates at lower settings with that chip... http://www.tomshardware.com/reviews/gpu-hierarchy,4388.html
If you wanna improbe fps, what you need to change most is your cpu/motherboard/ram to skylake for better gaming as games these days tends to be a lot cpu heavy than gpu heavy...
Ofcourse changing the monitor to 1080p will fend even better...
