i cut off the anti static bag and made a flat surface (inner side) on which i put the hdd (bottom unprotected side where electronic is), can it damage HDD? Anti static bag is silver one from HDD.

Solution
Do these bags provide protection in the style of a Faraday cage or do they lose their anti-static properties if they are cut off?
Seeing as many drives and components come in antistatic bags that are NOT sealed at one end, it does not have to be fully closed.
Ergo, cut off is no problem.

However, apparently only the inside of the bag offers protection. It dissipates any static that may have built up on the device.

But still.....your drive is fine.
