HDD failing start up ?

Hi, I built a new computer, and I have everything connected right, though when I press case start up button my computer starts up, graphics card works, fans work, motherboard lights up, hdd and cd-rom works.. But shortly after around 15-30 seconds it shuts down and starts up again.. I was thinking I got old HDD from my old pc that is whole different from what I'm having currently, could it be crashing bios and that's why it fails to start up ?
Things I have tried: Removing graphics card, changing ram slots, replacing Thermal Pasta..
 
what your seeing is the motherboard overclock failure and reboot. your ram is not set up to the right ram speed at post. in the bios turn on xmp profile and make sure you have the newest bios loaded. download the newest bios file and use the mb bios updater inside the bios.
 
Hi

With hard disk disconnected
Assuming a dvd drive
boot up from windows dvd or linux dvd

See if it boots up ok follow below
if it cant boot up to bios mesages then operating system disk you have serious hardware problem fault or compatibility issues

What windows on old hard disk?
If bsod error likely hard disk controller driver is problem

If this hard disk can be put back into orriginal pc then you can use tools to rip hard disk controller driver out of registry

Fix hdc is utility i was thinking of found on Hirens boot cd
Booting of this cd in new pc may work

Best option most people recomment is fresh install of windows for new motherboard,
(Unless motherboads very similar with same chipset and manufacturer)

Okay so, I attempted to start without HDD and its still the same, it starts up everything is running but on screen its just black... Then it shuts down and restarts...
 
Please be 100% sure your heatsink is properly mounted on the cpu.

If it has a plastic or sticker to remove make sure that was gone.

If your video card requires power make sure it is connected.

If you have onboard video, give that a try.

Can you list the full system specs.
 


I removed plastic thing from processor since the start of building it.. So far I tried putting all together and connecting all cables and it does the same thing (boots up, graphics card lights up, motherboard lights up, fans start spinning, and then shuts down and starts up again.. Then I tried putting new Thermal Paste on it, and removing graphics card, still the same thing.. I removed 2 pair of rams and then it started beeping very loudly so I turned it off because of loudness.. Then I tried putting 1 piece of ram in to DDR4_1 still ain't working... And all those times screen was black.. Oh and I did unplug my HDD and CD-Rom and it was the same as every other attempt.. Seriously what is wrong with this computer then ?
