Solution
Hello,

When you try to boot up your PC, do you hear like a clicking sound from the HD, as though it is trying in vain to read? You should ALWAYS select Shutdown, to close down your PC properly. This parks the Hard Disk's Read/Write head; moves it off the platter, the circular magnetic disk where the data is stored. However, if you were using your PC when a power cut (Blackout) occurs, after power is restored, the Hard Disk's Read/Write head can get stuck on the platter and as a result, the HD will not be detected by the system and the computer will not boot up because the Hard Disk's Read/Write head could not detect the Boot Sector on the platter. If this indeed proves to be the problem in your case, there is something you can do to...

If this indeed proves to be the problem in your case, there is something you can do to recover about 95% HD functionality and boot your computer normally as a last resort. It is a trick that HD manufacturers don't want you to know, because they just want you to buy a new one. Do the following:

Make sure you've backed up all important data on the HD, if possible.
Find a room which is as free from dust a possible.
Remove the special screws holding the HD cover on.
The Read/Write head should not be hovering over the platter except when the computer is accessing data. If it is, you need to CAREFULLY help it back off the platter. This is done by inserting the appropriate tool in the center of the platter and turning it slowly, while at the same time with a finger GENTLY moving the platter back of the platter to the Park Position. You'll know when you've done it right, because it won't move anymore.
Finally, put back on the HD cover and tighten up the screws.
Reinsert the HD Power and Data cables and try to boot up. If you've done it correctly, VOILA, problem solved.
