An HDMI cable only carries 5 volts, which isn't enough to even notice without a multimeter or your tongue but please don't lick your HDMI cable, so the only thing this could be would be static electricity.
Let's hope it was just static electricity (ESD). But yes, ESD can damage the PC. If this continues, see if the machine is plugged into a grounded outlet.

Because i am an idiot i touched the cable again and it din't shock me, then i tried rubbing my hair with a ballon ( same with my shirt ) and then it shocked me good.
So it was just static electricity right? There is no danger on that... right?
