Question HDMI does not work with windows 10 on an ASUS VG248QE Black 24?

Windows 10 home has stopped booting up to this monitor using the hdmi video output..Windows will start to boot using hdmi then go blank and switch to the dvi or display port and continue to the desktop without issue. If hdmi is connected to another monitor or Tv it will boot just fine...ruling out cable problems and Video adapter problems....*Note: same computer, same monitor, same cable, same rtx 2070 video adapter......only using Linux mint 19.2 and proprietary Nvidia drivers Mint will boot to the graphical desktop without issue...all drivers totally up to date...could not find video drivers specific to this monitor..... ??? Windows 10 home shows monitor as a Generic PnP monitor

OK so, I've been able to get this monitor to work over HDMI with Windows 10 using an Evga Geforce GTX 970 and Nvidia drivers 418.91. DX12. The "native resolution" shown in Nvidia Control Panel is 1024x768 @ 60 hz..the only other option is 800x600....had to create a customized resolution to 1920x1080 @ 60hz which is what the "native resolution" should be.....
