Question HDMI Scaling causing windows lag

I just got a new GPU, AMD RX 580 Sapphire Nitro+ and I saw my pictures were off (overscan I think is the word, where half the icons are cut off by the edges). When I go to AMD Radeon settings program, I can put the HDMI scaling at 5% to fix it. However, it lags my computer in a weird way. When i hit minimize on an app/webpage, it like drags a bit. It is not instant. If I put the HDMI scaling at 0% and stay overscanned, it opens and closes instantly. There is no setting on my TV to fix the ratio (its really old) and I have never had this problem until i got an AMD GPU. It is a small inconvenience but it does not make my computer feel to high end.
 
I did not say to change the resolution, I said to adjust the scaling, which affects icons and stuff.

Click on that and you will see a drop down.
Select 100%.

This is about overscan on the display, which is something old TVs did (they zoom into the image about 5–10% and cut off the edges). To correct it you need scale the entire image down by the same amount. This loses image quality but it can't be helped since some TVs don't have an option to turn off overscan (many budget models, especially older ones). This doesn't have anything to do with OS text size scaling or any other Windows setting, and it won't show up on a screenshot since the image is being modified by the display, which is outside the OS.
