I've been trying using this actually it works fine
In a few days, after that my PSU starting to noise n then fan stop working while playing battlefield V... I build new PC and ofcours new PSU too.. I don't know because of this convertor my PSU stop working or because of my old sata hdd.. Just curious about this two items. Which one are cause my PSU damage I really don't know..
My PSU COOLER MASTER MWE 600W V2..
Or maybe I not lucky got bad PSU?
My sata hdd 500gb almost 6 years old but still works fine.. I change new one now with 1tb just concerned if it happen again to my new PSU.

You need one labelled as being an Active Adapter. The none active ones are just gender changers and do not convert HDMI's digital Signal to an analog one that VGA uses.
Getting a reputable one is safe. Don't order one of something like AliExpress.

The PSU is very low quality. How bad a PSU depends on the rest of your PC's parts. It's always a very low quality PSU, but it's more likely to survive in a build without a dedicated GPU than one trying to run something like an RX 580.
An adapter would never cause a component problem like this. It just wouldn't work. It would be a bit like plugging a lamp into a banana; it won't work, but it won't damage the lamp.
So now I understand it nothing to do with the convertor.. make sense now.

That it only has 480W on the +12V rail out of 550W is an awful sign for something made in 2020. It's the power supply version of a car advertisement that proudly plugs the car's ability to go 0-60 in 15 seconds.
