CPU: i9-13900k

I am currently using the:

What is the make/model of your case and fan arrangement?
Any cooler needs to have a good source of fresh air to let it do it's job.

You might want to read this article about using a 13900K with less than top end cooling.
Spoiler... it's not so bad.

Yeah that's where I'm starting to feel like I'm messing up. Two, 200m 800 rpm intake fans; 2 x1700 rpm top exhaust fans and a 1400rpm back exhaust.

It's a Lian Li case, I don't remember what kind is it though... was on the cheaper end...

See what happens if you disable the top fans.
I suspect they might be deflecting the front intake airstream up and out of the case before it can do any good.
