Well basicly the thing is:
I recently started to feel like my notebook is getting unusally hot.

so i did a AIDA64 stress test and i got the results which were temperature 95 (c) on the CPU and
"(17% max )Thorttling - overheating detected"

so at this point i took apart my notebook cleaned it and reapplied the thermal paste, long story short i even changed both of the CPU fans to new ones. everything sprakling clean +new fans.
the thermal paste apliance i did is i guess mediocre, i redid it twice since on the first time i felt like ive put to little paste. ( still its clearly much better than it was done in the factory cause it was awful like someone put the paste and just squezed it with the cooling systems, and practicaly no paste on the gpu)

now im getting better temperature around 85 (c) and "(38% max )Thorttling - overheating detected"

so the thing is i still think that 85 is on the high spectrum of temperature, but i guess for a notebook its i guess expected.

BUT the main question is about the message "(38% max )Thorttling - overheating detected"
i dont fully understand the concept of Throttling, but i guess the lower % the better and ofcourse seeing red text is always a bad sign.

so ill appriciate some advice regarding what might be the issue and what can be done to prolong the health of my notebook.

Solution
The percentage refers to how much of the total capacity of your CPU can be reduced when a thermal threshold is reached. So basically your system is reaching its thermal threshold on both of these tests. With thermal paste it is essential that you only use a very small amount. For normal Pc's, a pea sized amount is the common quantity. For laptops slightly less. Having too much, is as bad as not having enough. The thermal paste issue maybe what is causing this seeing as you have cleaned and replaced the fans!
Where you are, do you suffer with high ambient temperatures? If so, a laptop cooling mat or stand would be a good move.
If i am using my laptop for a prolonged amount of time, i jack it up so that there is a better air flow...

Hope this may be of some help.

Solution

Well im currently residing in Latvia, so the temperature here isn't high i guess 25 at most. My notebook is almost always on a glass table, with good airflow from bottom and back. The thing is how is it possible im getting a higher percentage with lower Temperature? As i said it was 17% for 95c and that was extremely hot imo. Now its 85 with 36% .logically shouldn't it supposed to be lower since the temperature is lower or i missed the point? I guess ill try to reapply the paste , but i think that's not the issue tbh. Btw the tests i ran are on the charger with high performance set, no change in that aspect. Same conditions.

Its running at 17% power @ 95oC and 36% @ 85oC. Give the paste another go, and see what happens. Make sure you clean the surface well with some alcohol solution before re-applying. Also make sure you dont have an abnormally high amount of programs running in the background and flogging your CPU.

Well what can i say. It was that))
I redid the paste, now im getting no throttling at all. I checked the web and as odd as its seems to me ~90 c is optimal temp.
So basically first time i used the "plastic bag on finger smear" method, and now i used the "just put paste and smash it with the radiator" method and its working great.
I really didn't believe that there will be such difference but the facts stating the opposite.
Guess it is that important to do it properly.
Anyway thanks for your advice and explanation, it did help me out!

Ah great! Yes the paste CAN develop air pockets between the cooler and the CPU lid, which results in a build up of heat that cannot dissipate. But its all good, and this is what tom's is for, help through experience!
Good for you mate, enjoy!

All the best.
