Question Heavy stutter in games

I have the 2950x a 2080ti strix and 16gb ram installed in the non recommend mobo ram slots because one of the recommended slots doesn’t recognize the ram sticks. When playing pubg every 10-15 seconds I get stuttering ( image freezes and gpu usage drops for a split of a second ).In apex legends I get 40fps drops every 20 seconds or when aiming.( from 145 fps sometimes drops to 75fps and increases again) Also if a YouTube video starts while I’m playing a game fps drop for a second and then increase again. Could this happen because of the ram??? Should I ask for a new mobo. Does anyone else with the same specs get those issues???
 
So I recently built a new computer. My cpu is the 2950x threadripper and my gpu is the asus rtx 2080ti strix oc. I also have 4x8 gb trident z 3000mhz cL 15. The pc works (and games) great for the most part. In some games like pubg though when playing in 2560x1440p everything maxed out, render scale at 100 when I’m on the top of a mountain or a hill looking at a city or a town like pekado my fps drop from 135-145 to 85-95. In areas with grass rocks, roads and inside houses I get 140-160 fps. But when running towards a town I get 95-110 fps. I also get weird frame drops (only in certain locations- like firing range) when playing call of duty black ops 4 black out (from 145 to 95 fps) but I’ve seen it happen to other people so I think it okay.when playing multiplayer I get 135-190 fps (150 average) which is great. Other games run smoothly too. Do you think that those frame drops are normal??? Does anyone else have these issues with those games especially pubg??? Could it be my cpu, ram or gpu??? My ram runs at 3000mhz (xmp) and quad channel is enabled. I checked it using cpu-z
