hello, my control panel in computer has been blocked to use by administrator computer so how can get it start again

My control panel in computer has been cancelled due to restrictions in effect on the computer by administrator so how can i get back the control panel, and how can i make in use again. Please let me know how to unblock the restriction of control panel.
