Help 24.0 GB (15.9GB) usable

Motherboard: ASUS sabretooth 990fx r2.0
Ram: Kingston Beast 16GB (2 x 8GB) DDR3-1600 Memory + Kingston HyperX Fury Red 8GB (2 x 4GB) DDR3-1600 Memory
PSU: EVGA supernova G2 1000w
CPU: Amd FX 8350
Graphics card: XFX GeForce gts 240 core edition
OS: Windows 10 64 bit

I have installed both sets of my memory and they are in the correct sockets however when it turns on I says that I have got 24.0 gb ram installed but only 15.9 usable I have checked the spec of the board and its compatible with up to 32gb so what have I done wrong ? what can I do to change it

As I said, its a problem of mismatched RAM timings. You'll manually need to set the RAM timings to 1600 in the BIOS. Once you are able to do that, reply, and we will work on getting a proper timing (Overclocking the RAMs with 1600) :)
Your ram might be un-useable, The motherboard could have unusable memory sockets, or there not installed properly.

Push on the ram as hard as you can till the two ram holders click in the ram.
 
It's probably a compatibility problem, the Beast are 'normal' XMP based sticks where the Fury run off PnP and often the two don't want to play nice, would start with the Beast sticks in slots 1-3 from CPU, and enable DOCP set them to 1600, then raise the DRAM voltage to 1.65 and set the CPU/NB voltage to 1.25, save, exit, shutdown and try adding the Fury in slots 2-4 and give it a go
 
Please check CPU-Z for the amount of Memory(RAM) being displayed. If it is 24Gb, then its a problem of mismatched RAM timings and you will manually need to enter timings that is supported by both RAMs.

Well then, i have the same ram O_O. Anyways switch around the ram, as sometimes it isn't in the right slots. You can also try to go into the bios settings. You can also try booting into UEFI. Tell me if it works!
