help All fullscreen games go to a black screen

im windows 8.1 and whenever i play a fulscreen game like call of duty world at war its a blackscreen, fullscreen games used to work perfectly but now all games dont work and i cant find anything that will help me on the web. Ive tried shutting down and restarting and it doesnt work. Also when i go in the config file for cod waw and other games and put fullscreen to windowed when i open cod waw it works but i hate playing in windowed mode.

Sorry, I know this isn't really a fix, but I think it could be considering a workaround, have you tried playing Windowed borderless?
I can't play r6 siege in full screen, but when I use windowed borderless it works perfectly
From what I've found there's very little performance difference either

I think i fixed it by changing my d3d9.dll file! i can now use
