HELP assassins creed 3

Assassins creed 3 is unplayable for me, more precisely entering Boston. Fps varies from 1-100 every second. Ive tried lowering/increasing the settings and turning of v sync but nothing helpd. Gpu usage was 15%. The only thing that made the game playable was setting the affinity to 'real time'. My cpu and gpu usage are locked to this http://postimg.org/image/mhsoi3mzh/
I have i5 4670k @ 4.2ghz and hd 7970 ghz @ 1140/1500. Why cant play without setting the real time? Even then I get like 35-40 fps and the game look awful. I know this game is poorly optimized and I would ask this question hadnt my brother been able to play this game flawlessly. He has i5 3550 and hd 6670 and he gets constant 60 fps. Before you say that he changed some settings or did sthg to make the game playable - he didnt okay, hes 12. He only know how to turn the pc on and play games lol. So basically the questions is why am I, who has superior hardware, unable to play when he is?
 
I just played couple of days ago assassins creed 3, had the same problem. The problem is that it's not optimized, so there is no solution for this problem. I tried many things, nothing helped. I was patient enough to play at that lag. It only does that when you are in boston/frontier. The game is just not optimized for newer systems. THERE IS NO SOLUTION THAT WOULD FIX IT. Just lover your settings and go to assassins creed 3.ini file which is located in my documents/assassin's creed III, there put vsync to 0 and on monitor put "Generic PnP monitor". Maybe it will help, but it didn't for me. I had GeForce 9600 GT, played AC3 and it worked fine. Now i bought R7 260X and i have 15 FPS when in boston. Even people with GTX 780 are unable to play it, that's just how it is.
