I'm asking for a friend who's asking for a friend who's asking for a friend, crazy i know. But here i am.
Specs are as follows:

CPU • AMD Ryzen 7 9800X3D

GPU • AMD Radeon RX 7900 XTX

Board • ASUS ROG Strix X870E-E or ASUS ROG Strix B850-E
Can't make up my mind which board to take, would be so nice if you can help me out... pros/cons? The most expensive option isn't always the best.

PSU • BE QUIET! Dark Power Pro 13 1300W
I've read bad reviews about this power supply like explosions or disturbing noise, however the previous series (pro 12) sold out. Any titanium 80 plus alternatives?
Will 1000W be fine for this system?

Display • ASUS ROG Swift OLED PG27UCDM
This monitor is 4k, 240Hz and uses Displayport 2.0, can the AMD Radeon RX 7900 XTX graphics card even handle the UHBR 80 spec or should i wait for the next gen?
I want to avoid DSC.

Case • Corsair 4000D Airflow ATX Mid Tower

CPU Cooler • Arctic Liquid Freezer III 360

Keyboard • Any non RGB with fast responsetimes

On AMD's website i couldn't find EXPO certified ram from corsair, is there any corsair ram that will work out well as dual memory channel with expo enabled?

What's the best DDR5 options with lowest CL combined with highest HZ? For example my current corsair vengeance runs at C16 combined with 3200MHz.
I can't find anything near C16 when it comes to DDR5. Your help is greatly appreciated.

When it comes to the motherboard, what features on those boards are you seeing as desirable? $350 is a lot for a board. Only outstanding things I see are 5 m.2 slots and 5Gbps network and WiFi 7. Do you have a 5Gbps network to plug it into? Do you need 5 M.2 slots?

Can't really think of a slow keyboard out there. For gaming it is best to get a keyboard with N-Key rollover so that you can press lots of buttons at once. Beyond that I don't mind a decent Logitech carbon for a basic mechanical keyboard.

On the GPU / Display question, you are kind of stuck with what is available. Not very monitors are up to date and only the very latest GPUs support the latest standards. If you are going with a 7900XTX, not much else to say there, it has the ports it has. RTX 5080 if you want to be on the bleeding edge.

You aren't going to find CL16 DDR5, but the current consensus is CL30 6000MT/s or CL32 6400MT/s I have picked out a Corsair kit below with EXPO support. Equivalent would be CL15 3000 and CL16 3200 which were common speeds for DDR4. AMD doesn't really like to go any faster.

I have the Asus Strix X870E paired with a 9800X3D. For the RAM I got 64 GB (2x32) Corsair 6000 MHz CL30 and it was not stable (looked ok at first but PC started rebooting by itself). So I changed the timing to CL32 and it has been working great since then. But I updated the BIOS a few days ago so maybe the new version is more stable at CL30. I might try it sometime, but according to some tests I have seen online the difference would be unnoticeable.

Yes, location is europe, i'd rather keep my country private but will say i'm able to buy products from many european countries.
Budget is around 4000 euro, targeting a high end pc, however the most expensive is not always a good choice so when recommending products please keep that in mind^^

Totally agree, 350 is a whole lot of money for a board.
No, the 5 m.2 slots as well as the 5Gbps network and wifi7 aren't making sense to me.
Stability and performance are target, no need for an overkill product.
Two m.2 slots would be just fine.
Can the ROG Strix B850-E handle a graphics card and sound card at the same time while still running the GPU pcie 1x16 rather than 2x8 ? Or would be bandwidth be split into half?

Never heard about N-Key rollover.
How does this work in practice? Pressing many keys at the same moment sounds like a standard situation for any gaming pc?

While budget isn't an issue i dislike nvidia for many good reasons like paper launches, fake msrp and intentional price inflation, misleading performance claims and more.
Shoving cash down nvidias greedy throat isn't something i am interested to.
The only question is to buy the current amd flagship or wait for a future release, even when reports claim amd stepped down from producing high end gpus.
What about the 7900XTX, does it support UHBR 80 Gbps?

checking amd's expo certified ram list doesn't show any results for the above device code.
How did you figure out this ram is expo compatible?
Also there is CL28 corsair vengeance ram, why not get that rather than CL30 ?

Could you specify realtek 4080 audio codec, what is it and why did you mention it?
Does PCIe 5 bring and significant improvements compared to PCIe 4?
What's the matter with ATX 3.1 power supplies?
 
I have the Asus Strix X870E paired with a 9800X3D. For the RAM I got 64 GB (2x32) Corsair 6000 MHz CL30 and it was not stable (looked ok at first but PC started rebooting by itself). So I changed the timing to CL32 and it has been working great since then. But I updated the BIOS a few days ago so maybe the new version is more stable at CL30. I might try it sometime, but according to some tests I have seen online the difference would be unnoticeable.

Stability is a nr1 priority above all.
Would it make any difference if the ram was 2x16 or 2x32 GB in regards to stability / pc rebooting by itself? Or is that caused by the CL timing and HZ regardless of the amount of memory?

Keyboard • Logitech G413 SE PBT seems alright since i am very much not a fan of wasting money for RGB, a decent mechanical gaming keyboard does the job, however the above product lights up the keys, question is if there is a way to permanently disable the key lights, disabling the lights after every boot is not a sane option.

Are you planning on a sound card? One of the reasons to seek out higher end boards is higher end audio solutions. Can't recall the last time I recommended an actual sound card that wasn't a break/fix. Most people beyond a certain audiophile level just switch to budget friendly USB DACs and use those instead.

Cheap keyboards might have a few key rollover. Older membrane keyboards are usually limited to one key press per section of the keyboard. N-key means you can press all the keys and still have them register to the system.

7900XTX supports 80Gbps via Display Port 2.1, HDMI, no, 4K 144hz would be the limit without DSC. With DSC 4K 240hz.

This is the memory part number I linked, it says EXPO on the marketing image and they list it on their website. There are some kits out there that support both, this is one of them.

Generally, I just look them up individually. But there are a few that are known to me.

CL28 is fine if you can find it for a reasonable price.

I picked out a reasonable ASUS board that would get the job done. You could go cheaper or more expensive depending on if you are going after appearance or features.

Superflower Leadex is probably what I would pick out for a Titanium rated unit. But really I don't see much point in going above gold. Thermaltake Toughpower GF3 is a good unit. Seasonic Vertex. (I can't really justify the Seasonic Prime Titanium, just too much cost)

I hate to say that your typical gamer wants the RGB, so most of them have it. As to permanently disabling the lighting, you could surely disable it physically if you tried.

Also some higher end plain units, but the prices start to go up.

If you want to start getting specific with keyboards, you can look at custom models from the likes of Keychron and other custom suppliers, but be prepared to pay more than you would expect.
