HELP: Can you manually lower CL latency?

Hello, I am purchasing this RAM and am wondering since it is clocked at 2400mhz, could I lower it to 2133 and receive better latency?

I'm not sure if you can receive a better latency by lowering it's frequency, but I'm pretty sure that you can set the frequency lower.

What you want to do is lower the frequency aka speed of the RAM. Latency has more to do with the timings of the RAM. The answer is yes. The RAM should have multipliers for the slower RAM 2133, 1866, 1600, 1333, 1066, 800. Even if the RAM doesn't (which is unlikely) the motherboard should have the multipliers.
