[SOLVED] Help choose the best value graphic card.

I'm upgrading my home PC and can not decide on the best value GPU. I do not play much. Most use will be for the general purpose of home computing and web surfing. I will use it as a Plex Server or any other media server for streaming outside my network. As of now these are the parts that I have bought:

1. ASRock X570 PHANTOM GAMING 4 AM4 AMD X570 SATA 6Gb/s ATX AMD Motherboard
2. AMD RYZEN 7 2700 8-Core 3.2 GHz (4.1 GHz Max Boost) Socket AM4 65W YD2700BBAFBOX Desktop Processor
3. G.SKILL Aegis 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 3200 (PC4 25600) Memory Kit Model F4-3200C16D-16GIS

Old PSU (that I know have to upgrade but if possible to wait it would be better). Thermaltake TR2-430NL1NH.
I've been looking at the low watt cards like Radeon RX570 and RX580 and Geforce 1650 and 1660.
But I'm open to suggestions. Remember that I'm on a tight budget but I'm also open to spending a little bit more if the benefits are high.

I wouldn't like to spend more than $150 but I open to put a little more if it would make a difference. Keep in mind that I wouldn't like to spend a lot of money in a GPU that I wont make use of all its advantages because une of my components will limit it.

My monitor is an LG 34UB88-P Black 34" 21:9 Ultrawide 3440 x 1440 2K QHD IPS FreeSync LED Backlight LCD Gaming Monitor and I do not plan to upgrade it.
So please list my best options for the parts I have. Keep in mind that video encoding/decoding H264/H265 is more important than gaming to me.

For what you need, I'd probably go with a B450 motherboard, as you're not going to see the benefits of an X570.

Obviously if you're planning to upgrade in the next year or two to newer CPU, this would change the equation.

In terms of GPU, a 1650 Super or RX580 is probably your limit for new cards.

I already ordered X570 so the GPU is what's missing. So what would be the best bet between rx580 and 1650 Super?

1650 Super draws less power but the RX 580 will give you better gaming performance. As you're not really interested in gaming, I'd go for the 1650 Super.

I ended buying an used XFX AMD Radeon RX 580 GTS XXX Edition 8GB OC+ for $109 shipped from ebay. Now I'm waiting for it.
