Do you have an SSD? If not that would be a good start. You can reuse your ram, unless you wish to upgrade it too. This would pair up fine, with your current GPU.

PCPartPicker Part List

CPU: Intel Core i5-11400F 2.6 GHz 6-Core Processor ($184.01 @ Adorama)
CPU Cooler: Vetroo V5 52 CFM CPU Cooler ($29.99 @ Amazon)
Motherboard: ASRock B560M Pro4 Micro ATX LGA1200 Motherboard ($99.99 @ Newegg)
Storage: Team T-Force Cardea Zero Z330 1 TB M.2-2280 NVME Solid State Drive ($92.99 @ Amazon)
Total: $406.98
Prices include shipping, taxes, and discounts when available

4k gaming, you are going to need a new GPU, and getting a 4k capable card, in this climate, at that budget, isn't possible. Also 4c/4t gaming is dead, for modern gaming, so the CPU needs upgraded regardless. Your GPU would be ok for high refresh 1080p, and probably be decent for 1440p as well.
