Help disabling or restricting dwm.exe on Windows 8.1

I have read through 3 pages of "how to disable drm.exe" and am finding that for once I have a completely unique problem.

Much like several of the other threads on here, I am having FPS issues on my PC when gaming (particularly on Counterstrike: Global Offensive), running at an average of 120fps on most maps, but getting throttled to 30fps or lower every 5 seconds.

I have done a lot of digging around over the last couple of days, and have come to realise that it's the dwm.exe spiking my CPU that's causing the issue (thanks to Sysinternal Process Explorer).

Now for the interesting one...I load up the services.msc window, but the dwm.exe and all other manifestations of it are not on the services list...

So my question now, is how on Earth do I go about disabling a process that windows itself doesn't see?
