My Budget isnt high. My parents are giving me 800€ and the Rest i have to pay.
Btw i want to play batman arkham knight and Witcher 3 on high setting or as near as possible to ultra.

Kinda need to know how much you can add to that 800.

Solution
Sorry, I am writing you from the office and I do not have enough time to put a complete build.
Usually Amazon is a bit more expensive for PC component pricing.
You might wanna take a look at mindfactory.de, atelco.de or alternate.de.
Note: I bought my last rig (E3-1231V3) by mindfactory.
Use the build given by logainofhades as reference on those websites.

If you can still add more, try to get either:
E3-1231V3+H97
or
i5 4690k+Z97
Otherwise, you are ok with i5 4460.

Get rid of the Windows cost if you have already a copy or if you have access to university MSDN servers.
I got my legal Win7 copy for free from the university several years ago (H-DA).

Thx for your answer and that you took your time for me.

There is one thing you mentioned, which confused me. The I5/I7 thing. I heard different opinions on that one. Someone recommend even i3. Is there a big difference to I7 cpus like i7-3770?

To the money thing, i dont mind giving more even if it goes to cost like 1100. As long as i can use it as long as possible to play New games on high setting. The thing what is important to me is actually a case, where i can easily upgrade my PC.

To the Windows thing, Windows 7 is the way to go especially because of win 10. I wouldnt buy win 8.1 because of that.

Should i get extra ssd?
Btw thx for the links to germany ^^

E3 Xeon's 1230, and up = i7. They are actually cheaper than an i7. 😀 A 1231v3 is roughly €50 less than an i7 4770.

The E3-1231V3 really worth investing if you plan to keep the rig for a longer time without OC.
It is a lot better investment than the i5 4460, as long as you can afford it.

I would not take i3 if you plan to keep your rig for quite a while.
Der, der billig kauft, kauft zwei mal. <--- important

I will get the build with the xeon. It seems perfect at the price and the hardware.

I really appreciate your help here.^^
I hope i can play as long as possible on high setting with 1080p^^

IF you can still afford an SSD, then yes.
I will never build any new rigs anymore without an SSD.
Yoiu booting time, loading time in games, etc. will be a lot faster with an SSD.
Just do not expect to get any extra fps in games with an SSD.
I would recommed any SSD you like starting from 250GB capacity, do not go below.
Anything above 512GB is still really expensive at the moment, I also would not really recommend it.

If its worth it, i will get it. How much would it cost?
I dont need more fps than that, because i am used to console gaming XD
Should i get both 1 tb hdd + 256 GB ssd or 512 ssd only?
If i get the combi, what should i mind when saving something?

You will need always a mechanical HDD (normal HDD) to store your datas such as films, musics, photos, etc.
256GB SSD and 1TB HDD would be the better choice unless you can still afford 512GB SSD and the 1TB HDD.
GTA V will eat up more than 60GB for it..alone...yes...only 1 game..and GTA V is in deep need in my opinion of SSD..the loading time is terrible on HDD.
1TB SSD is still super expensive, just ignore this product for now.

256GB SSD is not super expensive anymore, you can get it starting around €100 like this:
https://www.alternate.de/Samsung/MZ-75E250B-250-GB-SSD/html/product/1163757?tk=7&lk=8560

500GB SSD is also not very far away anymore like this:
https://www.alternate.de/Samsung/MZ-75E500B-500-GB-SSD/html/product/1163758?tk=7&lk=8560

I probably get the 500 ssd one, because of saving games there and like you said gta v is 60 GB and it could get pretty full when i get games like Witcher 3 and Batman arkham city. I heard i should save the OS there, too.

You should have all the cables you need from the PSU, case and the mob.
Cables for SATA, molex...and so on...all are already available.
I have never bought any extra cables during building PCs, built over 100 since year 2000 (my first own PC building year).
You usually should even have cables more than you need, keep them well.
You might need some extra cables in the future...who knows
