Question Help for new System.

HI, I am from Italy, I am planning to buy a new PC
I need help choosing a config, Intel and AMD are ok, DDR5 memory preferred.
I use PC mainly for Gaming (non competitive) and some music recording
I'd like to be able to play at at 60FPS @ 1080p with raytracing on and full details
and forget about upgrades for some years.
I am a bit confuse being out of the scene for long, My opinion so far..

MoBo: no OC and/or RGB required, good audio minimum 3 rear audio jacks
RAM: 2 x 16 GB (no idea of Freq. CL, vendors, models.. help!)
CPU: My short list is i5-13600Kf vs Ryzen 7 7700x (any additional will be appreciated)
CPU Heatsink: no liquid cooling, as silent as possible for a no-liquid heatsink.
OS Drive: M2 NVMe 1 TB (brand and model help needed)
VGA: 4070 (no OC) I think is the max I can buy, here cost about 750€
PSU: I hope I can limit to 750W, if it is silent is better. if it doesn't cost an eye also modular cable would be appreciated.
CASE: possibly no window at all, absolutely no glass. Silent if possible

My idea of budget distribution is the following, any advice on it?
