Your motherboard ONLY supports 2133mhz memory modules.

No, you cannot overclock your i3, no matter what motherboard you have. Even if you had an unlocked CPU, you could not overclock it on that motherboard anyhow, but you don't have an unlocked CPU, so it doesn't matter. You are stuck with what you have based on the hardware you have.

Yes, do not do that. You can ONLY use BIOS versions that are 100% intended FOR your motherboard. It's not a graphics card that you can just stick in any machine. BIOS is specific to EVERY component that is a part of your motherboard such as SATA and storage controllers, the PCI architecture, USB chipset, memory architecture, all of it. You WILL brick your board if you install a BIOS that was not intended for that board.

There is ZERO chance you can overclock. None. Nada. Zip. It doesn't matter WHAT BIOS you have installed. Even a custom BIOS could not allow you to overclock on that motherboard or with that CPU, because they are locked at the hardware level and you would not have the necessary microcode support and there is none for that chipset or CPU. If you want better performance or the ability to overclock, you need different hardware. Period.
