Help. Graphics Card not working

So I disassembled my graphics card to clean it and I reassembled it and returned it to my pc.

I turned the pc on and noticed that the fan wasn't working properly. I turned the pc off and took out the graphics card and disassembled it. I then turned the pc on, plugged the gpu to the power supply and to the motherboard, and where I was holding I felt a light shock and the computer died. It won't turn on now. I don't know what to do. Please help.

The shock definitely means you've fried a component. Take it to the GPU's respective service station. And if it's nothing too major it shouldn't cost you much.

Solution
Umm, you should never, under any circumstances, install or remove components while the PC is on. For obvious reasons. The only exceptions being USB devices. A little late this time, but for future reference.
