I just installed h60x RBG elite.
Still running hot.
Applied thermal paste
any idea why its still running hot.

Maybe I didnt connect them well. Need advice thank you.

What processor are you trying to cool with that mere 1290mm AIO?

In short, you have the wrong cooler for the job...without knowing about your processor but looking at the motherboard, I'm assuming you have an i7 K suffix processor paired to said board.

Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
