Help: High CPU use when play witcher 3

When i play witcher 3, all 4 Core of my i5 4590 reach nearly 100%, and my GPU core reach 99%. This happened only when i'm in crowded city like Novigrad, Oxenfurd and the castle of An Crait. Highest CPU temp is about 84C and my VGA is 70C. Is this normal? Here my Spec
CPU: I5 4590
VGA: GTX 960
Mainboard: Asus h97
PSU: Seasonic 620w bronze
Ram: 8GB Kingston hyperX
My setting in witcher 3 is all High, low Foilage, hairworks off, no antialasing. Current patch is 1.07

Well it's normal for your components to get hot if you haven't got good cooling inside your case but for all 4 cores to be 100% that is a bit weird. You should be able to run the game ok with your specs (they are very similar to mine, but I have several different parts to you).

Well it's normal for your components to get hot if you haven't got good cooling inside your case but for all 4 cores to be 100% that is a bit weird. You should be able to run the game ok with your specs (they are very similar to mine, but I have several different parts to you).

What fps are you getting?

Around 45 to 60 fps. It's okay. But when in Novigrad sometimes it jump down to 20 due to the cpu. Got 2 fan in my case and using the i5 original cooling...

Your CPU is still quite hot for web surfing. I have the Intel i5-4690K and I overclocked it to 4.4Ghz and mine is at 30-38 degrees whilst on the internet and whilst gaming it can go up to 45 degrees, my GPU (also a 960) stays at 30 on the web and 38-45 degrees in game.

Wonder if there is any problem with the CPU. Got it for nearly 2 years now. Well time to change the Thermal paste. But how the hell all my 4 core reach 100%? I heard that W3 is a game that ultilize every cores but don't expected this much

200 buck and you got a badass card. I was planning to get an Asus Strix like u but in my country its price reach 300$ so no thanks . It's smaller and cooler than my gigabyte

No your temps are abnormal. Your vga is good i got a asus strix 960 but your cpu temps are abnormal or so i find it to be. Did you try other games? Is this stock cooler? Is your cpu overclocked?

Stock cooler, no overclocked, 2 fan in case. My room do not have a/c and in my country temp is around 30C. Try others games CPU only around 60 - 70 (GTA V, Crysis 3). These game my CPU only work around 30%.

Give me a day i will install witcher 3 and and where in novigrad because i had reached novigrad. But on side note your temps are normal for stock cooler because witcher 3 compared to other games do utilize cpu cores so Cities should result in a higher cpu load. Usually in your scenario it is going to be the stock cooler because i had such an issue with dota 2 but i do not know if i am right. It is just a vague guess could be something else since i am a total newbie. But if you could let me know the area a screen shot will be fine i will try it and check if there is a temperature spike for me that way you can confirm.
