Help! I broke my computer using netsh reset winsock

My computer was giving me a "ipv6 no internet connectivity" message, so I followed the advice of this youtube video... https://www.youtube.com/watch?v=1DddlBkwBRM

I went to cmd and I typed
Code:
netsh winsock reset catalog
netsh int ipv6 reset reset.log

Now my computer keeps rebooting over and over! When I get to the login screen, sometimes it says "Other User" and prompts for a username and password, and sometimes it just says my account name and prompts for a password. It reboots everytime after about 20-30 seconds. If I type in my login info, it does not take it, the button just flashes and it sits there. Also, if I click on the power button on the screen, it just brings up an empty box.

Have I totally screwed my computer?? Can I retrieve my data??

I dont know. I use a VPN and sometimes it resets my DNS and I have to go into properties to turn it back onto automatic. It usually just resets the ipv4 one. But why would running that command cause my computer to reboot over and over and explorer to not work??
