Question HELP! I don't know what else to do. Windows 10 glitchy interface

Hello, my Windows 10 out of nowhere started getting all glitchy. I don't know what it could be.

I've tried reinstalling windows four different times with no change. I've updated every driver I possibly could, (especially my GPU's graphics). I ran a CPU test to determine if my CPU was at fault (https://www.intel.com/content/www/us/en/support/articles/000005567/processors.html) says it passes all the tests. I also used the CPU graphics to see if maybe my graphics card was the problem but it was also glitchy. It seems that any type of animation on windows looks corrupted. Also, sometimes some websites on Google Chrome show zoomed-in when it's at 100% zoom along with non-legible text, I've never seen this happen before and only started doing that when I encountered the windows glitchiness. Some apps are affected by it too, like Hulu, FL Studio, and most Microsoft built-in apps like Photos App, Videos App, Settings, Weather, Xbox App, etc.
