Help identifying the bottleneck (if there is one).

So. I recently decided to upgrade to a desktop, from my faithful Dell Inspiration laptop. My desktop, so far has been underwhelming. It's nothing flash, but here are the important specs:

CPU: Intel Core i5 4690 (non k)
GPU: Gigabyte R9 380 Windforce
RAM: 8GB of kingston DDR3 1600mhz
Motherboard: Gigabyte B85M D3H - A
PSU: VS550 Corsair 550W

As I said, nothing great - but, I don't think it's performing like it should. During a world event in Guild Wars 2 ( I know, not the best 'benchmark') with everything on max, expect LOD and Shadows which are on high settings - no Vsync or Supersampling, this rig struggles to maintain 20-30 fps. In Lions i fluctuate between 35 and 45 FPS. I downloaded MSI Afterburner, to log everything during an event and I've noticed something, maybe it's nothing. My GPU usage, and core clocks are spiking everywhere. GPU usage is hardly ever at 70%+. Total CPU usage is at around 80%.

All my temps are fine, GPU is around 55C and CPU is at around 50C.

I have a friend with a 4770k not overclocked, and a 760GTX GPU and maintains 55-60 FPS in Lions Watch.

Is it possible that my power supply isnt enough for this build? If I was to upgrade this, would I see much difference? Is it worth it to get a new PSU and throw another 380 in it?

Any help would be greatly appreciated.
 
Yeah, the PSU isn't that great. But, according to some reviews. It should do what I need it to do.

I just tested my GPU and CPU in Guild Wars, doing different things and my average CPU usage was 63% and GPU usage was 98%

Would get be better to Xfire my R9 380, or upgrade to a 970GTX? Would my current PSU handle a Xfire config?

why not see if your buddy will swap out vid cards and then you both test something the same you may find improvement then you may not see much change ? you could go spend all that money just to find little improvement its not like the 380 is much of a slouch over his 760


you say he get so much better but you compare different games on different rigs ?? for all I know lions gate maybe well optimized for NVidia or some games may be better optimized for AMD ??
