wd green 1 tb and 550 watts psu, Need a ram intel mobo and CPU witihin 200$ that can run fifa 16 wihout any gpu and these combo should be compatible with r9 270x for the future. is it possible? *I stay in india so shops who ship to worldwide please. thanks in advance. little urgent

You will need a dedicated card for FIFA 16, as you can see the 2nd best apu (best one is just clocked a bit higher IGPU is the same) can barley get you 30fps in FIFA 15, https://www.youtube.com/watch?v=dFBiMFazVUc

What is your budget right now in INR, and which parts do you already have (model name, not just 550w PSU it may be bad quality) ?

arghh I chose this as a solution by mistake I am currently having intel dhppj core i5 650 3.2 ghz and kingston 2gb ram
I am getting around 7500inr for this and I am ready to add around 6000inr for new specs *the specs should be able to play fifa 16 that all

You could keep your CPU and mobo for now and just upgrade ram to 8gb and get a dedicated card but 6000inr is not enough, 8gb of ram cost a bit ove 3000inr and entry level cards are around 10000inr

core i3 4170, can this core run fifa 16 without GPU? it has intel hd 4400 in it

No, HD 4400 is alot weaker than, IGPU which is in A8 and A10 APUS is the best IGPU you can get but as you saw from the video is not enough. even CPUs that cost 1000$ have weaker IGPU than A8 and A10, r7 IGPU is the best on the market right now
