Help installing OS on Zotac Zbox

I am having troubles installing Windows onto my Zotac Zbox C1323. I installed my RAM and SSD and have Windows 7 on a bootable USB drive. I can get the computer to boot using the USB drive and get to the Windows 7 install screen. However once I get to this screen the mouse and keyboard stop working. I have them both plugged into the USB 2.0 ports. These devices work fine in BIOS but stop working right when I get to select a language for Windows 7. The lights on the keyboard stop showing at this point. I tried to install Windows 10 instead of 7 (I prefer 7 for this project). Windows 10 installed, but then the computer keeps booting back up to the Windows 10 install after it already installed. I changed the boot order in the BIOS to use my SSD instead of the USB drive but the same thing happens. Any help would be greatly appreciated.

Eugh.

I only had a few minutes to play with the Zbox and have difficulty remembering the BIOS.
(want to buy one but very pricey)
Was there a KB/Mouse USB emulation option in the BIOS? I would try flicking that. Should help the Keyboard+mouse working in the windows 7 install screen.
