Help low gpu usage 1080ti in all games

IM having low gpu usage in every game I play never over %40
My cpu is a i7 8700x and never goes over %60 usage

What clocks is your CPU running at?
Are you maybe using vsync?Are all games stuck at your monitor refresh rate?
