HELP!! Low power usage on card when overclocking causing crashes

Please help if you can!

Recently I bought a new 1070ti FTW Ultra Silent from EVGA. It was a good upgrade for me and am very happy with the near-silent performance. However, I am having some issues when trying to overclock it.

I was able to get +270 on the core stable in EVGA precision XOC, but now after a couple reboots my GPU power never goes above 90% and I can't get any stable overclocks above +120. I still have the power limit set to 120% The difference in the overclocks makes some pretty substantial differences in gameplay, so I would really like it back. I also know it isn't a cpu bottleneck because my cpu hums along at 50% utilization when running the benchmark (I do have an overall CPU bottleneck, but it isn't bottlenecking during a gpu benchmark).

Is there some kind of power limit EVGA has placed on these cards to make them "extra silent?" I am out of ideas and want my awesome overclock back!

650 watt EVGA gold powers supply
