Help me build a new PC for streaming The Division on Ultra settings

No budget. I just want to most economically reach the goal of building something that will not only run the most graphically demanding games on max settings, but also be able to stream them in 1080p at 60fps. Whatever that costs to achieve "most cheaply" is what I will budget for.

Things I already have: a new XFX 850W PSU, plenty of hard drives, OS, monitors and peripherals. I'm buying all the rest and building from scratch. I'm comfortable with overclocking.

Any and all advice is much appreciated. Let me know if I left anything important out.

I have a friend that tried to stream that game, with his 1231v3, and a GTX 970, and he had issues. It might be because his game and recording location, are on the same drive, though. I have not had time to go over and throw one of my spare drives in to see if it fixes the problem. If not, then I would say 5820k, would be the minimum, cpu wise.

You'll need a good CPU, probably a quad core with hyper threading or better (i7-4790k), and at least 16gb of RAM.

To get good graphics, you'd want at least a 980, maybe even a 980ti if your budget allows

I like this build a lot. I'm curious why you picked the 5820K as opposed to a more conventional 6700K? Does it overclock better? Or is it because more cores is specifically better for streaming?
