Question Help me choose a mid level graphics card

To be used with a 3840x2160 60hz display. It's for my second PC which i will be streaming from my main one with Steam if that makes any difference. Would prefer a Nvidia card.

What’s the budget? RTX 4070 is good for the job. AMD Side, Radeon RX 7800 XT which is 4070 performance with 16GB Ram.
